The 14 remaining survivors are equivalent:\nunreachable clauses (fatal in override deltas, which the parser\nrejects; relative paths that canonical_file_path never returns) and\ncases a well-formed translation unit cannot produce.\n\nTwo gaps in the checker itself are closed. A namespace-scope variable\nwith a constant initializer could name the ICU fatal handler, because\nconstant initializers were skipped entirely; they now get the handler-use\ncheck and nothing else. A CHARR_TRUSTED_UNWIND function could call the\nhandler, because that branch checked only the effects manifest; it now\nalso runs the handler-use check.
